The minister said the state govt was implementing the ‘ Jeevanjot Project ’ to eradicate child begging . The project aims to rescue children engaged in begging, rehabilitate them, and ensure they are guided towards a life free from exploitation, she said. As part of the campaign, 187 children have been rescued in various districts of the state since July. Of these, 18 children, who lacked shelter, have been placed in state-run children’s homes where they are being provided education, nutrition, healthcare, and other essential services, said the minister, adding the remaining children had been reunited with their parents through child welfare committee. Additionally, 15 children are set to benefit from the sponsorship scheme, steps are also being taken to enroll 80 children in schools. Three children have been admitted to anganwadi centres. Under the Juvenile Justice (Care and Protection of Children) Act, 2015, Punjab govt has registered seven govt-run children’s homes and 39 non-governmental homes in the state. The King and the Prime Minister have paid tribute to Jimmy Carter following the former US president’s death on Sunday aged 100. In a message to the American people, the King expressed “great sadness” at the news of Mr Carter’s death, describing him as “a committed public servant” who “devoted his life to promoting peace and human rights”. He added: “His dedication and humility served as an inspiration to many, and I remember with great fondness his visit to the United Kingdom in 1977. “My thoughts and prayers are with President Carter’s family and the American people at this time.” Mr Carter, a former peanut farmer, served one term in the White House between 1977 and 1981 and spent his post-presidency years as a global humanitarian, winning the Nobel Peace Prize in 2002. Sir Keir Starmer said Mr Carter had “lived his values in the service of others to the very end” through “decades of selfless public service”. Praising a “lifelong dedication to peace” that saw him win the Nobel Peace Prize in 2002, Sir Keir added: “Motivated by his strong faith and values, President Carter redefined the post-presidency with a remarkable commitment to social justice and human rights at home and abroad.” Tributes to Mr Carter followed the announcement of his death by his family on Sunday, more than a year after he decided to enter hospice care. Sitting around tables at Bonsor Community Centre in June, 40 Burnaby residents played the world première of the boardgame Burnabopoly. A large poster board listed an array of public amenities: community centres, public libraries, parks, green spaces, affordable housing and more. Then the playing cards were doled out. Each represented a different piece of community infrastructure – a destination playground; a theatre; a rec complex with pools and an NHL-sized ice rink – and a price. Players must decide: given a budget for the next 25 years, what should they spend it on? It was one of many questions posed to the Burnaby Community Assembly, a group of Burnaby residents tasked with developing recommendations to council on how Burnaby should grow and change by 2050. The recommendations will guide the development of Burnaby’s next Official Community Plan, a critical map for the next 25 years of growth in the city. The assembly spent seven Saturdays this year from February to June listening to experts, and then discussing and debating what the city should look like come 2050. “It’s been really phenomenal just to see the creative energy that came out of everyone, all 40 assembly members,” Robin Prest, chair of the assembly, told the Burnaby NOW at the launch of the recommendations in July. Led by Prest’s SFU Centre for Dialogue, as part of a $150,000 three-year partnership with the city and Vancity, the community assembly is a new way to do democracy. Prest said the assembly members contributed about 2,500 person-hours to the process. “It just really speaks to the comprehensiveness and the quality and the grit and the work ethic that went into this and just – a bunch of people who really care about their community,” Prest said. Forty Burnaby residents were part of the Burnaby Community Assembly and gathered to discuss what the city should look like in 25 years. Burnaby Community Assembly The lottery Prest said the group of assembly members was “probably the most representative body of people you’ll find anywhere in Metro Vancouver.” The members were chosen by civic lottery , also called sortition. It’s an ancient democratic process by which the Greeks used to select their leaders (and it’s still used in Canada today to select juries). Prest said it’s a way to gather a “truly representative” group of residents, rather than relying on self-selection (as traditional public engagement like public hearings can “attract and empower well-organized interest groups that may not represent that broad perspective of the community,” according to the B.C. government ). “We’re trying to make space and grow space for all voices to be heard in various different ways,” he said. “If you took a representative sample, a mini-public, that reflected the average experience of the everyday resident within Burnaby, what would they recommend to the city if they had the opportunity to learn about the issues?” In Burnaby, Canada Post sent postcards in the mail to 26,000 randomly selected local addresses inviting them to apply for the assembly. Almost 580 eligible residents registered for the chance to be one of 45 assembly members. Those residents’ names were put in a lottery, and from those winners, the lottery organizers set demographic targets to match Statistics Canada data for age, gender identity, language spoken most often at home, education, owner/renter status, immigration status and location of residence. The organizers also set a minimum target for the number of Indigenous participants. After attrition, 40 members completed the assembly process. The assembly members Selena Di didn’t have any experience in city planning before joining the assembly. She thought the chance to give council recommendations for how to plan 25 years in the future was a way to improve life for her family. Through the assembly meetings, she became increasingly interested in ways the city can encourage people to rely less on cars. She even started cycling after participating in the assembly. “If we really want to encourage people to use greener traffic methods, then ... our city really needs to encourage making it safer,” she said. She highlighted the assembly’s recommendation to develop e-bike sharing programs, which she said would lower the cost for people to start cycling and offer alternatives to driving. Di’s four-year-old daughter will be 30 years old in 2050. “Part of me is doing this for my daughter, too. She’ll be the future, right? And the recommendations we put forward, if the city takes it, it’s definitely going to benefit her.” “I feel honoured for the chance to contribute more than just living here. ... But he knew the Burnaby Community Assembly would be a rare, “exciting” opportunity. “It has taken more time and more energy than I thought it would, but I have also found it more rewarding than I imagined it could be.” Rzeplinski said he was very surprised at how often the group came to agreement on so many matters. “Most of us, if not all, learned to break down our opinions, to deconstruct them and go to the interests that we had underneath that we might not have been so consciously aware of.” “And that was a sea change, for me and for the people that I met, as we realized that our interests were much more in common than they were different, and that we could work together to form new opinions for the good of the wider urban community.” * * * Avalon Findlay said participating in the assembly filled them with both hope and rage. Hope, they said, at how often members agreed, even across different economic backgrounds. “People were on board with collective action, collective spending for collective good,” Findlay said. “So that filled me with hope. But then the fact that there’s so much agreement and our politicians don’t want to do anything? Lauren Vanderdeen/Burnaby Now The recommendations The assembly members gave city council 24 recommendations to include in the new Official Community Plan. One of the big targets nearly unanimously recommended by the assembly is to get the city’s housing stock made up of 20 per cent non-market housing by 2050, including: rental homes co-ops housing with supports rent-to-own models emergency shelters transitional housing And another target: create 80,000 new homes by 2050. Members said 30 per cent of new market housing should be rental homes. “This action will help to increase housing supply, recognizing that the city is currently experiencing a shortfall in housing even for its existing population,” stated the recommendation. The assembly said the city should treat housing as a human right and prioritize the housing needs of low-income families and those at risk of homelessness. The members favoured the idea of creating 15-minute cities, where residents can access daily needs within a 15-minute walk from their homes. Livability recommendations included providing more washrooms (including in SkyTrain stations), more benches and garbage cans – and creating a goal that every street has safe sidewalks in the next 10 years. More than 95 per cent of the assembly members recommended the city protect green spaces and create more community gardens. The assembly also wants council to invest more money to make childcare more affordable and available, which they should be an “immediate” spending priority. Members also suggested the city adopt an intergenerational lens for decision-making by requiring staff to report on potential impacts that will be felt by future generations for all major decisions. The assembly’s recommendations will complement what the city has heard from its more traditional public engagement, including open houses and online surveys. Hurley said since becoming mayor he’s heard from the same 30 to 50 people “all the time.” “So they get way more than their share of input into decisions that are made in the city,” Hurley said. He added the city embarked on the assembly to include people who hadn’t had the opportunity to share their voice, and noted Burnaby is “probably the most diverse city in Canada.” But Hurley immediately questioned the city’s ability to meet the housing affordability targets recommended by the assembly. “We can’t get there on our own,” he said. “We need the other orders of government to step up and fulfill what they want to do.” “We need others to co-operate to meet those targets that you’re suggesting.” Some councillors noted the recommendations were similar to the city’s current plans. “Many of the ideas that you have, this council and the city has already embarked on,” Coun. Pietro Calendino said. “We were already going in that direction, and you’re confirming what city council’s ideals of the city are. But it’s good to see that the people of Burnaby kind of share the concept of a livable city.” Coun. Sav Dhaliwal stressed the document needs to be taken seriously and referred to repeatedly. “This shouldn’t be a document that (we) sort of say, ‘OK, well, thank God that’s done, now we’ll see what happens by 2050,’” Dhaliwal said. “It should be continued to be looked at. It’s a living, growing process.” Prest asked councillors to refer back to the assembly’s recommendations “in an active and publicly visible way.” When the city releases the draft Official Community Plan, assembly members will reconvene to review how their recommendations shaped the content and provide final feedback. In Australia, this is marked by the growing realisation that years of under investment in exploration means there are no ready replacements for ageing gas fields. This has led the Australian Energy Market Operator to warn in its 2024 Gas Statement of Opportunities that eastern Australia could experience shortfalls on extreme peak demand days from 2025, small seasonal supply gaps from 2026, and the controlled reduction of electricity supplied to homes and business during periods of peak demand from 2028. Energy consultancy EnergyQuest is far more pessimistic, saying that its calculations have indicated that there was only enough gas to meet 70% of NSW and ACT needs in the winters of 2026, 2027 and 2028 while Victoria would likely need to source 32% of its gas from LNG from the winter of 2028. Things aren’t much better globally, with the World Bank projecting the tightness of gas supplies in 2024 will persist in 2025 and 2026 with demand growth outstripping corresponding growth in supply. Natural gas storage in the European Union is already under pressure from high withdrawal rates and supply tightness is likely to get worse if forecasts that the region will experience its coldest winter since 2020 prove accurate. Gas company struggles are real While this might seem like the perfect environment for ASX gas plays to benefit from, the reality is that the demonisation of all fossil fuels has made investment almost taboo. One recent example is Commonwealth Bank, which announced in August 2024 that it would no longer offer money to fossil fuel companies that are not aligned with the Paris Agreement. Government action has also served to disincentivise investment with the $12 per gigajoule gas cap introduced in December 2022 acting to slow investment and introduce uncertainty about further market intervention . Environmental policies also appear to have disproportionately targeted gas , making it difficult to secure approvals for larger projects. It is not all negative though. The Federal government has recognised that gas is important and introduced a Future Gas Strategy that acknowledges this. Increasing pressure when power outages occur and the opposition, which backs faster approvals and development schedules, could also force the Albanese government to improve these areas if it stays in power following the 2025 election. The company received $2.86m in cash receipts from then till the end of September 2024. About 76% of this comes from natural gas sales while the remainder is derived from ethane, LPG and condensate. The company recently completed the re-entry of the Yarrow-1 well and noted in mid-November that it is mobilising a workover rig to fracture stimulate it. The well is expected to boost output and revenue once it becomes fully operational in Q2 2025. AXP Energy (ASX:AXP) AXP is focused on establishing its Pathfinder gas field in Colorado as a reliable, off-grid gas-fired power generation operation. The company recently connected two modular data centres used for Bitcoin mining to the gas-to-power infrastructure at its Pathfinder #2 well site. Once this is completed, it will commence the setup of two more sites at the JW Powell and Kelce Court well sites. Cue Energy Resources (ASX:CUE) Cue Energy holds a diverse portfolio of oil and gas assets in Australia, Indonesia and New Zealand that generated $49.7m in revenue during FY2024 and delivered net profit after tax of $14.2m. In early December 2024, operator Central Petroleum started infill drilling at the Mereenie field in the Northern Territory to increase its near-term gas production back towards field capacity above 6 terajoules per day. Up to an additional 6TJ/d of gas from the two wells can be sold by the JV on a firm basis under the recently executed NT government gas sales agreement. Cue has a 7.5% interest in Mereenie. It also has a 15% stake in the Sampang PSC offshore Java, Indonesia, where the JV is moving towards a final investment decision on the Paus Biru project that could produce 20-25 million cubic feet of gas per day. Pic: CUE 3D Energi (ASX:TDO) 3D Energi holds a number of exploration licences across Australia, however its focus is on the Otway permits that were farmed out to supermajor ConocoPhillips. Conoco is carrying TDO for the drilling of two wells in 2025 under Phase 1 to a total of $65m. While the exact locations of the wells will be determined after 3D seismic is acquired and interpreted, the T/49P and VIC/P79 permits have the potential to host multiple trillion cubic feet of gas. Successful drilling could deliver much needed gas into the east coast market. Amplitude Energy (ASX:AEL) Formerly known as Cooper Energy, Amplitude is a significant producer of gas in Australia’s southeastern states. During FY2024, the company produced 62.1 terajoules of gas equivalent per day which returned underlying EBITDAX of $127.5m. Looking ahead, it expects production to increase to between 65 and 72TJe/d in FY2025 due to continued improvements at its Orbost plant in Victoria that will be accompanied by growing exposure to high spot and current market prices. The company has plans to start drilling in H2 2025 to test gross unrisked resources of >350 billion cubic feet in established basins. This is aimed at delivering first gas in 2028. HyTerra Limited (ASX:HYT) Natural hydrogen focused HyTerra recently expanded its Nemaha project landholding in Kansas by >15% to more than 60,000 acres, giving it plenty of room to expand should its upcoming drill program be successful. To top it off, Andrew Forrest’s Fortescue (ASX:FMG) made a $21.9m investment to earn a 39.66% stake in the company, a clear sign that big players are interested in the potential to find naturally occurring hydrogen with which to decarbonise existing uses of the gas. The investment also allowed the HYT to expand its original two well exploration program into a six well campaign to test a number of geological plays across its acreage. Historical exploration wells have already confirmed the presence of natural hydrogen and helium, with some returning up to 92% hydrogen and 3% helium. The Nemaha project. Pic: HyTerra Origin Energy (ASX:ORG) The only major energy company on our list of top performers in 2024, Origin has benefitted from continued strength of its LNG export business and domestic gas sales. During the September 2024 quarter, Australia Pacific LNG returned a 1% increase in revenue to $2.6bn due to higher sales volumes while domestic gas volumes were steady compared to the September 2023 quarter as higher retail sales and gas to generation were offset by a decrease in business volumes. For FY2025, it expects its LNG business to perform similarly to FY2024, when it produced 694 petajoules of gas while domestic gas profit is expected to moderate due to lower market prices. Horizon Oil (ASX:HZN) Like CUE, Horizon holds a 25% interest in the Mereenie gas field where Central is drilling two infill wells to increase near-term gas production. Mereenie currently accounts for 30-40% of the Northern Territory’s domestic gas supply, a number that will rise under the new gas sales agreement with its government. It also holds the producing Maari and Block 22/12 oil fields in New Zealand and China respectively. Lion Energy (ASX:LIO) While Lion has long enjoyed production from its small 2.5% (soon to be 2.25%) interest in Seram (Non-Bula) production sharing contract offshore Seram Island, Indonesia, and progressed oil exploration at its East Seram PSC, it is now progressing its green hydrogen ambitions. In Q3 2024, it signed a joint development agreement with Mitsubishi Corporation subsidiary DGA Energy Solutions Australia and Samsung C&T Corporation for the joint development of the Port of Brisbane green hydrogen project. DGA and Samsung will pay a total of $3.7m for historical and ongoing pre-construction costs in return for each taking up a 25% stake in the project. They will also procure $6.3m in debt financing, which will satisfy the capital requirement to complete the project. The Port of Brisbane project is designed to produce an initial 420kg/day of green hydrogen for public bus fleets and also to supply fuel cells providing onsite off-grid power to the Queensland construction and mining sectors. It is close to most of Brisbane’s 70+ bus depots as well as significant heavy vehicle traffic to and from the Port. Condor Energy (ASX:CND) Stepping a little further afield, Condor holds the Piedra Redonda gas field that covers almost all of the Tumbes Basin offshore Peru. The underexplored 4858km2 block is surrounded by multiple historical and currently producing oil and gas fields while Piedra Redonda itself has best estimate contingent resources of 404 billion cubic feet of gas. Its prospectivity has been enhanced by interpretation of newly reprocessed 3D seismic data which suggests the field is stratigraphic trap. This could improve reservoir connectivity and potential for future development. Adding further interest, a new petrophysical evaluation of the C-18X discovery well has indicated that a significant 500m gas column could be present from the crest of the structure down to the observed base.
